From 1950, Mari-Ann Kelam lived as a refugee in the United States, first in Ohio, and later in Washington.

She started her political activities as the secretary of the committee for helping imprisoned freedom fighters in Estonia from 1984–1989. She has been living in Estonia since 1993. From 1993 to 1996, she was the Ministry of Foreign Affairs spokesperson; from 1996 to 1999, the foreign secretary of the Fatherland Union.

She was a member of the IX Riigikogu from 1999 to 2003 and the XI Riigikogu from 2009 to 2011.

Kelam has also been a member of the board of Isamaaliidu and the board of Isamaa Viimsi district and vice-chairman of Viimsi municipal council.
