From 1993 to 1996, she was the Ministry of Foreign Affairs spokesperson; from 1996 to 1999, the foreign secretary of the Fatherland Union.
She was a member of the IX Riigikogu from 1999 to 2003 and the XI Riigikogu from 2009 to 2011.
Kelam has also been a member of the board of Isamaaliidu and the board of Isamaa Viimsi district and vice-chairman of Viimsi municipal council.
